You are billed for pull requests heard, not comments generated. Findings the panel strikes cost you nothing.

Public repositories are free on every plan, with no pull request limit and no application process.
What counts as a review
- One pull request heard counts once, however many commits it receives — re-hearings after new commits are included.
@dicast recheckand@dicast paneleach count as a new review.- A hearing that fails because of a Dicast incident is never counted.
- Draft pull requests are not reviewed unless
scan.draftis enabled.
Who counts as a developer
A seat is consumed by anyone who opened or was assigned a reviewed pull request in the billing month. People who only comment do not consume a seat, and neither do bots.
Reaching a limit
On Solo, once the monthly allowance is used the review check reports the limit and passes — it never blocks a merge because you ran out of quota. Nothing is queued or silently dropped.
